It is because Google maps are free. So if you want free stuff, you can't just expect them to show EVERYTHING. Maybe the maps have limited space, hence having not to show the capital cities. Also, the capital cities cannot be written on the maps as they might overwrite other names of places on the map or mislead people into thinking that name of the capital city is written over(say a road of building) is the capital city itself and the surrounding places are not the capital city.
Anyway, you can go to Google, pay premium prices for better viewage of the world.
