It will work IF your phone is Tri/Quad band. However, GoogleMaps requires internet connection to load maps. If you are going to be roaming in Europe, your wireless bill will be huge (Check below for AT%26amp;T Roaming calculator).
If your phone is Windows Mobile based, you can buy a third party GPS application such as TomTom. This application holds all map data on a SD card and doesn't require data connection.
The GPS receiver in your phone itself, WILL work anywhere in the world as it is a global system.

If you don't have a multi band phone to begin with, I doubt your phone will be good for much, except taking photos and viewing movies (if you have that capability).
Check with your phone service provider to be sure, but the gps over there, just like the phone service, is on a different frecuency.
